The Fable of the Rat

A group of mice convened a meeting and decided to come up with a good way for everyone to prepare before the arrival of the enemy cat. Among many strategies, I found that the best proposal is to tie a bell to the cat’s neck. In this way, when the cat arrives, as soon as the mice hear the bell, they can quickly escape and hide in their own holes. However, when further discussions about who should be sent to tie the bell to the cat's head, there was no sound, and no mouse dared to do this! 
